Not to defend the anorexia beauty model, but this is one case where they could have a point. Katniss' community was so hard-pressed for food that children would increase their chances of being culled just to get more food from the government. If she doesn't look impoverished...
But she was a very good hunter.... and not only helped to feed her family but still managed to have food left over to sell on the black market for cash.
