In some of of inner city zones the speed limit is 20 mph. On my work business campus it's 5 mph. Most of the vehicles are electric though apart from the 'Gods' in their chauffeur driven things we see from time to time.....
I always knew the English were smarter than Americans...
Possibly - though I'm not sure how you would accuracy measure it.
