  3. Mudpuddle--I don't know about Spider Robinson, but Kim Stanley Robinson wrote _Forty Signs of Rain_, about flooding Washington, DC. It's the first book in his trilogy, "the Capital Code." The other two books are _Fifty Degrees Below_ and _Sixty Days and Counting_.
