Apparently its an actual quote (at least according to a 20 second Google search)... but agree on the getting people to research him. Hopefully I'll be getting around to actually *reading* some philosophy soon(ish).
I've read both the Discourses and Handbook and it doesn't sound familiar, but it's been some years for either.
