Well, I wouldn't call it 'misleading' per se.... It's just another way of interpreting the data. What's interesting to me is that 8 out of the top 10 donor countries on this list have either been occupied or attacked by the Soviet Union at some point in their history. Maybe they know for a FACT what Ukraine is going through?
Rather misleading considering that Cali / NY / Texas have larger GDPs individually than most of these countries.
