Depends on how you define 'manufactured'.... But generally I agree with the quote. War is a REALLY stupid way to settle arguments.
Also one of the reasons NATO kept expanding, some would argue -- expand the market for NATO-standard weaponry produced in the US.
There's an element of that. Plus, of course, the new NATO countries *asked* to join because they knew *exactly* what Russia was like and wanted zero to do with it.
