I heard 'extra lanes' and instantly had to scream "INDUCED DEMAND!".
I remember reading about this paradox decades ago when a transport expert was asked about a new road plan. He advised against it, they fired him & went ahead, a few years later the whole situation was MUCH worse - just as he said it would be!
