It happens some times. They've probably made an agreement to go to an event dressed up as a particular thing. I've seen a tube station littered with 30-40 people dressed as Elvis one time which was funny and totally weird. Sometimes for football matches you might get a few hundred people wearing read wigs. All easier to organise now with Facebook and stuff.
