My first thought was 'Cattle Queen of Montana' but apparently it's a publicity shot from 'Forty Guns' made in 1957.

@ Stephen: First we need a conference to decide who gets invited to the next conference. Then we need another conference to decide how the voting works. After that we need a conference to decide the exact wording of the lead up to the cheers and exactly how many times people say what they decided to say previously....
