Well, if it doesn't have order and direction, it does have patterns that tend to repeat themselves, so in that sense, even if things aren't knowable 100%, they are pretty predictable.

Only on a large and general scale. Like the statistical method of explaining how gases work you can use similar methods to predict large scale human behaviour (aka History) but the fine detail - the things that result in sometimes radical change - are often beyond prediction simply because either we don't have access to the data in good time or that there is so much data that we can't see the woods for the billions of individual trees.
I'm not a great believer in the idea that history has a direction and certainly not a goal. History is just a story of what happened with attempts at explanation in the (vain, I suggest) hope that one day it will all make sense.
