The cigarettes are British - Capstan, by the looks of it - so I'm guessing that the artist is British but that could be just a culturally unfounded assumption.... [muses]
i'm most likely thinking of Dali now that i'm thinking about it; Spanish, i guess...
It's by Jonathan Wolstenholme (born 1950). He did loads of this sort of thing.... All new to me though!
