I'd probably drive a van through it and then drive off with the money still between the glass - suitably removed from the rest of the (probable) bus shelter - to take apart at my leisure. Sounds like a plan.
I would pull up the patents, if they were available, to figure out what composition of glass, or plastic polymers it was made of, then figure out whether I would have to use heat, chemical, or blade to break into it. 😆
Are you sure it's really money all the way down?
If someone can make it, someone can break it. Reverse engineering is the key.

If it's real, or appears to be real, and it hasn't been set up on private land as some kind of competition (It actually looks like a pretty standard bus stop) then the glass company (3M?) are inciting people to commit a crime (either theft or criminal damage) which is itself a crime..... [grin] so the whole stunt is probably illegal!@ RT: Indeed. Make it, break it or make it, counterfeit it.
