@ Mudpuddle: It's a still from Buffy the Vampire Slayer so you might have seen it in lots of places. Possibly here - a different version possibly?

Hannigan was brilliant as shy Willow, perky Willow, Vampire Willow and (here) evil Willow. Such a great character and probably more than half of why I watched and loved the whole series so much. Have you seen the un-aired pilot? I had a DIFFERENT Willow in it! [looks shocked & dismayed].
@ Stephen: I'm interested to see what you think of Buffy when you watch it. It was probably one of my Top 5 Series of all time - certainly one of my Top 10.

Watching Hannigan (again) in How I Met Your Mother. She's adorable (if manipulative) there, but I imagine her Willow character is much different.

Loved Buffy, Angel too! HIMYM was wonderful and had some great moments. I love Hannigan and few can cry like her, gets me every time.
