You were right first time - it is a bottle (ex-red wine probably) being used as a Molotov cocktail AKA petrol bomb with his friend getting ready a second (clear glass so either ex-white wine or spirits). The building in the background is Notre Dame cathedral. So I expect that's a few French patriots 'helping' the retreating Germans on their way as they evacuate Paris before the Allies arrive in 1944.
