The woman is Helen Marie Twelvetrees (née Jurgens; December 25, 1908 – February 13, 1958), an American actress. She starred in Hollywood films in the sound film era from 1929 to 1939. I *think* the guy is John Longden (11 November 1900 – 26 May 1971), a British film actor. He appeared in more than 80 films between 1926 and 1964, including six films directed by Alfred Hitchcock.
As far as I can tell this is a publicity shot from the movie Thoroughbred in 1936.
