I've seen that so many times. Also kids that would scream everyone's ear of as long as mum was still to be seen and then stopped right away and were happy. Luckily, my kids loved going to playgroup and school but also were happy to come back.
I always find it funny when a child falls over & looks to their parent to see if they should cry or not. If the Mum gets upset the child starts 'creating' or if the Mum just tells the child (by look or speech) that its OK the kid just dusts itself off and carries on.
That's the best way I feel.... Check for damage, wipe off any blood & tell them to be more careful in future then send them on their way to play some more.

We would always ignore them when we were sure nothing serious happened (most of the time).

Exactly. And often, they didn't hurt themselves at all so you just pretend you didn't see. LOL
