That's a strange one. Is it book cover? Clearly it has to do with spying.

It's from the DC Batman Universe.

From Wikipedia:

The Elizabeth Arkham Asylum for the Criminally Insane, typically called Arkham Asylum or simply Arkham (/ˈɑːrkəm/), is a fictional psychiatric hospital appearing in American comic books published by DC Comics, commonly in stories featuring the superhero Batman. Arkham Asylum first appeared in Batman #258 (Oct. 1974), written by Dennis O'Neil with art by Irv Novick.

Arkham Asylum serves as a psychiatric hospital for the Gotham City area, housing patients who are criminally insane. Arkham's high-profile patients are often from Batman's rogues gallery, such as the Joker, Two-Face, Poison Ivy, the Riddler, Harley Quinn, Clayface, Mad Hatter, Killer Croc, Mr. Freeze, and Scarecrow.

CyberKItten: I wasn't aware of the Batman connection. This is how I thought of it:

From the wiki article:

"Arkham is a fictional town situated in Massachusetts. It is a dark city and an integral part of the Lovecraft Country setting created by H. P. Lovecraft, and it is featured in many of his stories and those of other Cthulhu Mythos writers.

Arkham House, a publishing company started by two of Lovecraft's correspondents, August Derleth and Donald Wandrei, takes its name from this city as a tribute."

...and I learn something new. Never been a fan of Lovecraft (think I've read some of his short stories) so I'd never thought of that. The only reference I was aware of is Batman.
