He might be thinking of the contents of her goodie-bag. Maybe his owner doesn't normally give him candy and he's hoping that she will?
Or maybe he just likes to watch? Funnily my ex-cat spent a great deal of her time trying to stop me & my ex-girlfriend getting up to anything by constantly getting between us - she was very jealous of me giving anyone else affection.
