That's the cruel thing about our "National Guard"...people join it thinking they'll be assisting their local community and not send abroad unless there's a major conflict, but instead guard units are thrown into the dessert. Part of the fury back '05 was caused by the fact that Louisiana guardsmen were over in Iraq doing nothing and getting blown up at random when they could have been in New Orleans helping put up sandbags against the flood, or protecting people in the aftermath.
I remember the arguments at the time. Its certainly probable that the damage caused by Katrina could have been reduced if more of the National Guard have been available at the time - instead of being based in Iraq.
