The painting is called "A Woman of Procida" by Carl Haag (20 April 1820 – 24 January 1915). Procida is one of the Flegrean Islands off the coast of Naples in southern Italy - so the smoking mountain in the distance must be Mount Vesuvius. Which makes her costume Southern Italian.

My guess is Slavic/eastern European. I've seen a Russian pattern that reminds me of this one.
