@ Stephen: Could you build a Faraday cage around the Quiet Zone. The second someone walks in there they wouldn't have any cell signal so couldn't use their phone without going elsewhere.
Anything that technologically squelches cell phones is illegal in the United States, under the thinking that it would interfere with emergency services. :(
