I'm guessing that the dog is a pet so she's carrying it around for company/to 'play' with. Plus I also guess that it gets her used to carrying her own child in the papoose later in life(?). Plus the dog gets to keep snugly warm so isn't complaining much!

That’s adorable. I wonder why the puppy is in the hood, for warmth, to keep it from wandering off, or just for the picture.
