1930s, I suppose? Transients makes me think they're displaced from the dust bowl, but I suppose it could refer to anyone coming to the cities to look for work.
Nah, portland rioters don't look anywhere near that dignified. They're mostly involved destroying people's businesses and public property without any pushback whatesoever. I'd planned a week's vacation there in April 2020 (before things went sideways)....now it's off the list but good.
@ Both: Yup - Depression era. Nothing specific though from Google image search so could be anywhere in the US. I intend reading up on the Depression, New Deal and things going forward.

actually it's not quite that bad... most of the damage being done by transitory passersby who didn't live there...
