Where I used to work we helped people get promoted internally or move to jobs they wanted. I personally recruited two people out of jobs they didn't like and into our team. We had a very low turn-over of staff because the working atmosphere was so good and the work was interesting and varied. People only left either on retirement or if they couldn't get promoted inside the area.
