Maybe..... Maybe not.... I don't know enough of the details to say, but even suspiciously odd things not necessarily mean 'conspiracy' - and it's very unusual and VERY difficult to keep *anything* secret for long. There's a direct relationship between the number of people involved in something and the length of time it can be kept secret. Hence the Moon landing 'conspiracy' needs a word/phrase beyond total bullshit to cover it.... [grin]
