I've seen henna painting on hands before, but not on the foot. Of course, this is probably not henna, but the style reminds me of the kind I've seen on Indian women.
My first though was henna but then it looks far too neat for that. If it's not a real tattoo (who knows what is real these days) then it's probably some kind of transfer..
My daughter and her bridesmaids were barefoot for her wedding, and they all got elaborate henna tattoos on their feet for the occasion. It was quite pretty.
