The man at the wheel is John Walter Christie (May 6, 1865 – January 11, 1944), an American engineer and inventor. The vehicle is his own design (from 1908) and was, I think, the fastest car in the world at that time - capable of 120mph. It was built specifically for racing and speed trialing.
