'Care' as in 'support' maybe? If women are being crafted into an area and are living in YWCA facilities they'd need money to support that - so supporting the YWCA would mean supporting the war effort???
That makes sense now! That was kind of where my mind was going initially but I wasn't sure what they meant by "fighter." I guess fighter in this context could mean everything from combat to munitions workers to truck drivers. It's a poster, I shouldn't overthink it. XD
