This is an odd piece but I stop and look at it every time I scroll by.
She's a very Western looking woman but her attire is very Eastern. And the composition of the piece reminds me of religious art. And I just realized it's a Visa card in place of her heart. XD She could represent neocolonialism.
It looks like some of her hair decoration is Chinese, plus isn't that a Chrysanthemum flower next to her ear? The visa card is strange - its where her heart should be, plus its encased in melting ice... That could mean a host of things! Not sure what the flower/plant is in her left hand....
