The most recent time Congress declared war was in 1941, and then Roosevelt only asked them to acknowledge that a state of war EXISTED already between the US and Japan. I'm not sure about Korea and Vietnam, but Congress adopted new measures (which it does not enforce) requiring Congressional oversight and limitations of war powers. Bush relied on the AUMF, which every succeeding president has since abused.
Its not just the US. I don't think we've declared war on anyone since 1939-40. We've been in a few 'conflicts' since though! I think 'technically' only the monarch can declare war... I *think*.
