That's a rather modern take on nationalism; I would think in de Gaulle's era it was applied more toward the desire of people within larger polities to have their own nations -- the Kurds being a salient modern-day example.
He was probably thinking of the Fascist countries: Germany, Italy & Spain (and possibly Japan) of his experience during WW2. The kind of cultural nationalism I think you mean was more of a post-WW2 United Nations thing - although very much informed by WW2 and the experience of things like 'ethnic cleansing' (AKA genocide) that we've almost gotten used to..... I think its a pretty good (and accurate) definition though.
